The Shubenacadie Band Council has fired its Director of Finance following an auditor’s report that showed more than $215,000 of band funds was transferred to the employee’s personal business over a 15-month period. A portion of the draft audit obtained by RadioGoogoo.ca shows more than 50 financial transactions were made from several band accounts to Amcrest Management Inc., a business owned by former finance director Jeff Hayes. More than half of those transactions were made from a band-owned business account called MRJJ Management Inc. “The reason for the dismissal was that the Band had lost its trust in its Director of Finance, making the relationship impossible to continue,” band lawyer Gary Richard wrote in a media release via email late Friday morning. In the release, Richard wrote chief and council only learned about the extent of what it called “significant financial irregularities” during a meeting with the auditor on Tuesday evening. “On Tuesday night, chief and council were really, really disappointed at what they saw as their trust had been abused,” Richard said in a phone interview Friday afternoon. The audit was conducted by chartered accountant Andrew Lenehan from Woodstock, N.B. According to the draft audit, the following amount was [...]

In a stern tone reminiscent of his late father Alex Denny, Mi’kmaq Grand Council member Andrew Denny asked a single question that would set the tone for his speech to mark the 25th anniversary of Mi’kmaq Treaty Day celebrations in Halifax Monday. “Has 25 years been enough?” he asked the people and the dignitaries who gathered in Province House. They included Premier Darrell Dexter, Lieutenant-Governor of Nova Scotia, Mayann Francis, and Ian Gray, Regional Director General for Aboriginal Affairs and Northern Development Canada. “I stand before you as my father did before me and ask, ‘How many years will it take for the spirit and intent of our treaties to be implemented? How many more years shall I stand before various governments and call for a true treaty partnership, a sincere treaty reconciliation process and a trustworthy relationship based on the fulfillment of the treaty obligation and an end to Mi’kmaq poverty?’ ” Grand Keptin Denny asked. In his speech during the afternoon portion of the ceremonies, Denny hinted that on-going treaty talks between Nova Scotia Mi’kmaq leaders and both levels of governments may not be progressing as well as he had hoped. “A better treaty partnership is needed,” Denny [...]

New Brunswick RCMP will not be laying any charges in connection with the alleged vote-buying scandal in Esgenoopetitj First Nation, N.B. RCMP spokesman Cpl. Guy Paul Larocque told RadioGoogoo.ca the police force concluded its investigation in March 2011 without laying any changes due to a “lack of sufficient evidence.” “The test to be able to determine whether or not charges are going to be supported, there’s a very high burden of proof that needs to be there,” Cpl. Larocque said in a phone interview on Friday. “And in our case, … we didn’t have that after the investigation was done,” he said. Cpl. Larocque wouldn’t comment on what type of evidence the police force examined before reaching that conclusion. On Sept. 18, the federal Department of Aboriginal Affairs (formerly Indian Affairs) removed the chief and three councillors from office at the Esgenoopetitj First Nation following its investigation into corrupt practices in the May 25, 2010 band election. Former chief Wilbur Dedam, his wife Irene Dedam and councillor Ronald Joseph Somerville were also banned from running for office for a period of two years. Band councillor Jason Barnaby was banned from running for office for four years. Aboriginal Affairs’ investigation report [...]

The federal department of Aboriginal Affairs has removed the chief and three councillors from office with the Esgenoopetitj First Nation, N.B. following an investigation into corrupt practices during the May 25, 2010 band election. Chief Wilbur Dedam and band councillors Irene Dedam, Jason Barnaby and Ronald Joseph Somerville received notices of their removal from Esgenoopetitj (formerly Burnt Church) band council via registered mail dated Sept. 18. RadioGoogoo.ca optained a copy of the letter sent to Wilbur Dedam. In the letter, the Department of Aboriginal Affairs (formerly Indian Affairs) wrote it has also barred Wilbur Dedam, Irene Dedam and Ronald Joseph Somerville from running for chief or council for a period of two years. Jason Barnaby is banned from running for office for four years. The remaining nine seats on band council remain unaffected by the department’s decision. The department has chosen not to hold an accelerated by-election to fill the vacant seats since the band council still maintains quorum to conduct band affairs. However, the band may choose to hold a by-election at its own expense to fill the vacant seats for chief and council. “I am happy in a way,” Curtis Bartibogue said in an interview Wednesday. “I’m glad [...]

The Shubenacadie Band chief and council remained relatively the same in the Nov. 2 election with only three new faces on council. After more than 10 hours of counting ballots on the Indian Brook First Nation, N.S. on Wednesday, Jerry F. Sack was re-elected as chief of the Shubenacadie Band, beating his nearest opponent by 79 votes. Sack won the election with 552 votes while his challengers, Rufus C. Copage received 473 votes and Nathan William Sack with 67 votes. Nathan Sack, 32, had to cut short his campaign for chief after undergoing an appendectomy on Monday. The election results were released at the Indian Brook Multi-Purpose Centre around 7:30 pm. Nine councillors also regained their seats on council. Thomas J. Howe received the most votes with 521 with Alexander (Butchie) McDonald at 460 votes, Reg Maloney with 446 and Colleen Knockwood with 407 votes. The chief’s son, Ronnie Augustine, also reclaimed his seat on council with 398 votes. Ryan Joseph Julian and Ian Knockwood kept their seats with both receiving 371 votes each. Deborah Thiebaux captured 355 votes and Jim Nevin with 345 votes. The three new faces on council include Keith Joseph Julian with 355 votes, Doreen E. [...]

Three people are vying for chief and 65 people are running for council in the Shubenacadie Band election on November 2, 2010. Nominations were held at the multi-purpose centre in Indian Brook First Nation, N.S. on October 9. More than 70 people were present to nominate candidates in the upcoming election. The election was called on September 27, 2010 after the Department of Indian and Northern Affairs, or INAC, upheld an appeal of the June 12, 2009 election. During its investigation, INAC uncovered instances of voter fraud in that election. In one instance, four ballots were found to have been filled out by one person. Former chief Jerry F. Sack was the first person to be nominated for the position of chief. His challengers for the top position include former band councillor Rufus C. Copage and band member Nathan William Sack. Copage withdrew his name to run for his former seat on band council. The remaining 11 councillors who lost their positions are running again. They include: Thomas J. Howe; Deborah Thiebaux; Alexander McDonald; Reginald Maloney; Jim Nevin; Ian Knockwood; Ryan Julian; Colleen Knockwood; Jerry M. Sack; Michael Sack and; Ronnie Augustine. Michael Paul, who successfully filed the appeal on [...]

The Department of Indian and Northern Affairs has ordered a new election for the Shubenacadie Band in Nova Scotia. An INAC spokeswoman in Ottawa confirmed on Monday the federal government’s order-in-council to set aside the June 12, 2009 election. Nominations for chief and council will happen on Oct. 9 and the election is scheduled for Nov. 1st, Margot Geduld of INAC confirmed on Monday. The order means the current Shubenacadie Band’s chief, Jerry F. Sack and the twelve councillors have been removed from office. The councillors affected by the order-in-council include: Ronnie Augustine Rufus Copage Thomas Howe Ryan Julian Colleen Knockwood Ian Knockwood Reginald Maloney Alexander McDonald Jim Nevin Jerry M. Sack Michael Sack Deborah Thiebaux The new election was ordered after an investigation uncovered evidence of corrupt practices during the last election, Geduld said. Four voter registration forms were found to be fraudulently filled out by one individual, she said. Band councillor and former chief Reg Maloney said he received the order for a new election Monday morning through a phone call from INAC Atlantic’s regional director general. “He just said the appeal was upheld and that the council would be null and void,” Maloney said. Maloney said he [...]

1. Report on the state of child welfare services in New Brunswick’s aboriginal communities. Last fall, New Brunswick’s Child and Youth Advocate Bernard Richard visited ten First Nation communities in the province to discuss and examine the current state of child welfare services. The review was ordered following the 2008 suicide of a 13-year-old girl from Elsipogtog, N.B. while she was in foster care with relatives. Shortly after the teen’s suicide, authorities discovered the girl had been sexually assaulted by a male relative while she was under his care. In July 2009, the Elsipogtog man was sentenced to 30 months in prison for sexual assault. From Sept. 5 until Oct. 28, Richard met with aboriginal leaders, social workers and community members from all 15 First Nations in the province to discuss the various problems with the current child and welfare services, including the lack of funding. Richard is expected to release his report on First Nations child welfare services in the next few weeks. 2. Calls from Wagmatcook Band officials for a public inquiry into the 2008 RCMP shooting death of John Andrew Simon.
